In late 2007, a selectman in the Town of Acton was accused of and charged with improprieties in his property tax assessment. After an investigation by the legal authorities and an audit of the assessing records by the Town Auditor, he was cleared of any wrongdoing. The audit did show that the Selectmen/Assessors had abdicated their responsibilities as assessors and relied too much on the Assessor's Agent for many of the assessing decisions and record keeping. This incident caused one of the other selectmen to resign his position. In early 2008, I was elected to fill out his remaining term. Being a Certified Maine Assessor since 1993 and with the other assessors having no formal training in assessing, I prepared a document titled "Board of Assessor's Guidelines". This is the type of trouble that you can get into when there are no qualification or training requirements for the position of selectman or assessor in the state of Maine.
