Welcome to Dick Neal's website on Municipal Management and Finances. I have been intimately involved with Municipal Government for 48 years. I have served on the Warrant and Finance (Budget) Committee, Appeals Board, Planning Board, Board of Assessment Review, numerous Building Committees, Board of Directors on various Civic Organizations and the Board of Selectmen. I was a Selectman in the Town of Acton, Maine for over 9 years and have served as the Town of Acton EMA Director and E911 Coordinator for a number of years.
My goal in developing this website is to pass on to others many of the things that I have learned over the years and some of the pertinent documents including policies, procedures and ordinances that I developed for the various positions that I have held over those years. They may be modified to fit your needs.
Being a Selectman or any other town official is not an easy task and requires a lot of time and hard work to do the job right. I was always taught that if you are going to do something, do it right.
I hope that the information on this website is informative to both the municipal officials and the laymen who want to know more about what and how things are supposed to be done in their municipal government.
